great question, and i dont have an actual answer for it. i do have some stories of what ive been told, however, this is the one i believe.
People have played craps on the street for decades. You don’t need a special table at all for this. Just a pair of dice and some folks who understand what the game is all about. Normally when you’re playing street craps, you have some players who are willing to bet on either side of the game. Craps is quick-paced and quite tense, which is one of the reasons behind its undying popularity among risk takers. The in-game lingo is known only to those familiar with the game, so it doesn’t help beginners when players at the craps table in a casino shout out words that can only be associated with an alien tongue. Dice controllers aren’t harassed by casinos to the extent that blackjack card counters are. Furthermore, nothing about controlled shooting is illegal.
long ago when gaming started in California, the gaming laws needed to be set for both tribal and non tribal gaming. Nevada had a huge issue with it, and tried hard to fight it. a compromise was that all casinos in california would be allowed games of SKILL and not games of CHANCE. games with cards could be considered skill in almost all cases, since most are player controlled in someway or another. except for casino war, i cant think of any games that dont have some form of action from the player.throwing dice is considered chance, same as spinning a wheel and rolling a ball in it. now we are getting games in California very similar to craps and roulette, but just not quite. craps games are using cards to choose there roll, and roulette looks like a big six wheel lying down with cards sticking out of it. keep in mind the math/odds and payouts on these games are all the same as there original counterparts, but the games just don't have the same feel to them.
i deal both California craps and roulette. everyday i hear the same comments from players. 'its not the same' and 'this game is not as good as the real thing' i tell them that its a California thing, and hopefully one day it will change. But will in change for the better. i say we legalize it and find out.

If you’re not practicing in conditions that are similar to the conditions you’ll face in the casino, you won’t have any way of knowing if you’re actually going to get an edge over the house.
Also, when you practice, you’ll need to track your results on a consistent basis to be sure that you’re actually doing well and not just seeing a statistical anomaly.
That means thousands of dice throws.
